Certification Introduction

China Compulsory Certification, also known as CCC or 3C certification, is a mandatory product certification in China. With China's accession to the World Trade Organization (WTO), the Chinese government, in order to fulfill its WTO commitments, issued the "Regulations on the Administration of Compulsory Product Certification" on December 3, 2001, replacing the original import commodity safety and quality licensing system (referred to as CCIB mark), electrical product safety certification system (referred to as Great Wall Certification), and national safety certification (CCEE) with the Compulsory Product Certification (CCC) system, integrating the three certificates into one. The implementation and supervision are carried out by the China Certification and Accreditation Administration (CNCA), which is authorized and recognized by 15 certification agencies and 152 laboratories. It is stipulated that from August 1, 2002, the first batch of certification applications for 132 products in 19 categories included in the mandatory product catalog will be accepted. These products in the catalog must pass CCC certification and affix the CCC mark before they can be sold in the market.

2014 Regulatory Update:

According to the Announcement of the State Administration for Market Regulation on the Issuance of Implementation Rules for Compulsory Product Certification (Announcement No. 23 of 2014), in order to cooperate with the effective implementation of the new implementation rules, relevant designated certification bodies should formulate corresponding certification implementation rules in accordance with the requirements of the new rules. The implementation rules and implementation regulations are implemented in conjunction.

According to the implementation rules, enterprises are classified into four levels: A/B/C/D based on principles such as factory inspection conclusions, sampling test results, supervision inspection conclusions, and product quality status. The level will directly affect the certification mode applicable to enterprises applying for CCC certificates, for example, Class A enterprises basically do not need the first factory inspection. Among them, enterprises that apply for CCC certification for the first time belong to Class B.

Product Range

The products listed in the "Catalogue of Products Subject to Compulsory Product Certification" include 186 types of products in 22 categories, including household appliances, automobiles, safety glass, medical devices, wires and cables, toys, etc.

Application process

1. The customer submits documents and samples to Beitong for testing.

2. Beitong applies for CCC online system.

3. After completing the qualification laboratory testing, issue a test report and apply for the first factory inspection to CQC.

4. Factory inspection completed, CQC reviewed documents, and issued CCC certificate.
