PSE certification (Product Safety of Electrical Appliances&Materials) is a market access system implemented by the Japanese government for electronic and electrical products, and is an important part of Japan's Electrical Product Safety Act (DENAN). On April 1, 2001, Japan revised its Electrical Safety Law, which is managed by METI (Ministry of Economy, Trade and Industry). METI does not directly issue certificates, but authorizes third-party certification agencies to conduct product conformity assessment testing and issue certificates.
METI authorizes the Japan Electrical Safety and Environmental Technology Research Laboratory (JET) and the Japan Quality Assessment Agency (JQA) as qualification certification bodies (CABs), responsible for testing and certification of electronic and electrical products in accordance with regulations, and conducting market supervision. In addition, organizations such as TUV, UL, CQC are also qualification certification bodies.
According to regulatory requirements, all controlled electronic and electrical products need to submit a business declaration to the Japanese Minister of Economy, Trade and Industry before manufacturing or exporting to Japan, and affix the PSE logo on the product in accordance with regulations. According to the Electrical Safety Law, Class A and Class B products are required to affix the PSE diamond logo and PSE circular logo respectively. There are two types of applicable standards:
Provincial Order 1: Domestic Standards in Japan (including EMI Standards)
Provincial Order 2: J Standard (excluding EMI Standard)=IEC Standard+Japanese Differences
Product Range
So far, a total of 457 products are under the control of the Electrical Product Safety Law. Among them, there are 116 products that are prone to accidents such as electric shock and fire, and have high risks, classified as "specific electrical products - called Class A electrical products", such as chargers and adapters; The remaining 341 products with relatively low harm are classified as "non-specific electrical products - referred to as Class B electrical products", and the vast majority of small and large household appliances, lighting products, and lithium batteries belong to Class B.
